Access/Legislation: Access and legislation are constant issues for
divers. The Council forms a united organization to effectively express to local,
state and federal bodies our interests in any legislation affecting the sport.
In past years, Cen Cal has worked to prevent the expansion of commercial abalone
areas, and, with other interested groups, the Council supported the Coastal Zone
Bill and testified extensively before the Coastal Commisslon to prevent access
restriction and gain increased access in the various land use plans.
Activity In the fight for coastal access is constant. Cen Cal has fought for
the diver's right-of-way to Cannery Row in Monterey, Stillwater Cove on the 17
Mile Drive, Monastery Beach and filed successful legal action to prevent closure
of Lovers' Point Cove in Pacific Grove. The battles required a strong and highly
organized effort, and Cen Cal has an excellent record in this
field.
